1996 Mercury 75hp loss of Power

Hi, I have a 1996 Mercury 75hp Outboard SN# OG302623 that has loss of power. 1500.00, 2 mechanics and same problem. I have replaced the ignition, stator, trigger, all 3 coil packs, plugs, and wires. Carbs have been cleaned and prop replaced. It used to run great after new plugs for 5-10 minutes, then the plugs would foul and would lose power. Now I can't get acceleration and only runs 10-11 MPH, versus the 33-35 before. Any suggestions or what I can test myself? Last mechanic said compression and spark looked good.

Go to the archives and look up "Decarb". Perform the process and install new plugs when finished. Then get back with the results.

After decarbing, I have gained 7mph. Still does not have good acceleration, however picks up speed. Would it be a good idea to run the process again? Thanks
