Mariner 60 hp cooling problems

I purchased a 1996 ELPTO serial#OG223537 from the original owner. It was not in the water in 2013.I started it today and it fired right off. The cooling discharge did'nt start flowing right away. Just as I was about to shut it off , water started to dribble out . I added some RPM's to to help the flow. It did help a little. 30 seconds later the warning horn sounded and I shut her down. I checked and the intake was'nt blocked. Did I hurt the motor? Where do I go from here? This is my first motor of this size and I can use all the help I can get.

Most likley not. but I would drop the lower unit and replace the impeller before going further. cheap insurance. got to do it sooner or later
