1972 Mercury 75 (7.5hp) throttle/timing advance adjustment.

I have a friend with the 1972 Mercury 75 7.5hp with some issues. He said it would start but then start "popping" and die. I am taking a look at it and found that when using the handle throttle the timing is advanced but the ramp that is supposed to move the throttle on the carb doesn't contact the rod until the last little bit of movement. When the handle is twisted all the way the timing is advanced all the way but the carb is only opened a few degrees. What is the proper adjustment for this? I am not an outboard guy but have worked on pretty much every kind of engine and understand how they work so can handle this with a little help on adjustment procedures.
