How do I get the Top Cowling off a Mercury 402 40 hp.

How do I remove the top cowling off a Mercury 402. I have removed the faceplate and side cowling, and have taken the top cowling off the motor, but the starter cord runs through it. I want to get the top cowling free of the starter cord. Here are some pics of the top cowling still in place, and the starter cord running through it.

Pull the rectangular piece out of the recoil handle.

How? It looks like a solid piece to me, but I may be mistaken.

The solid piece will come out and then you can remove the handle from the rope. Before you do it , pull the rope out so a knot or other means can be tied /clamped onto the rope so it will not retract clear back into the recoil and cause more trouble. JMO

Thanks Oldman and racerone. That's how it works. I ended up having to cut the rope and banging the internal rectangular piece out with a screwdriver - it was so badly jammed in.
