2000 40hp 2 stroke Mercury floods after running a while

On initial startup the motor starts and runs fine. After running full throttle for about 5 minutes then going to idle, the motor floods out. Gas will pour from the top of the carb when trying to restart the motor or even when you press the priming bulb in the fuel line. Appears to be a stuck open needle valve or float. I've had the carb apart twice and replaced the needle valve and all gaskets after cleaning and blowing. The carb appears very clean. I did not replace the plastic float but it appears fine. I have a fuel pump rebuild kit in hand, but I can't understand how this would cause gas to pour from the carb. Gas is new and I've never put any ethanol gas in the boat. Any help would be greatly appreciated...I've searched high and low on the web with no ideas other than needle valve / float.
