It took me a while but I finally tracked down the proper tool from Mercury for my Merc 500. The tool listed in the manual seems to no longer exist and for some reason Merc doesn't give the upgraded p/n. The P/N in the manual is C-91-34377A1 but the new Merc P/N is 91-817070 and it was about $30. Hope this helps anyone looking.
