MARINER 9.9 hp 9.9C 682 running rich

I have an older Mariner 9.9 which I think is running rich, I have set the points, float level and put new plugs in. Compression's are even across the cylinders. Starting after working on the motor it runs well for a few seconds and then starts running rough (mostly on the bottom cylinder).

I am at a loss what to try next. I have read all the forums here I can find on this sort of issue.

I have not been able to find the correct float level setting, but have used 5/16. I have found in the past this has not been that critical in the past. but could be wrong with this motor.

I would be very grateful for any suggestions

Check your intake manifoil(leaking) and check reeds.
