1995 mariner power trim

I have a1995 mariner 60 with p+t, the motor goes up and down fine. The problem is that when it is trimmed up to run shallow the thrust of the prop brings it down. I can trim it on the trailer and push it down, any ideas

the system has a trim limit designed to prevent the motor from going to shallow and overheating.

Less RPMs when tilted up. IT can trim up only a small amount. Then it becomes tilted up and if you put too much pressure on it the system will let it back down to the trim position.
