2000 40 mercury power head removal

2000 2stroke ser number Oto62012. Removing the power head to change gasket. And middle bolt on pisser sides head is rusted a lot. I have removed the 5 others and while all of them had rusted heads none gave me any trouble as far as inside corrosion. My question is can I just cut the bolt head/flange off remove the power head and then remove the stud that is left after I remove the power head?

Do you mean that the bolt head is so rusted that a socket will not work? Have you tried heat and penetrating oil?
