1978 mercury 200 20hp not firing

I have a 78 mercury 200 20hp, my starter weMt out so I converted it to pull start to go on the cheap side, I changed the flywheel to a toothless one and put a pullstart hood on it. Now I can only get spark from one plug (top cyl), the stator reads 930 ohms, and both coils read 1.000 ohms going to the spark plug wires. I don't know where to go from here please help!
I was thinking maybe the timing on flywheel, there are 2 marks on the flywheel and I don't know which one is top cylinder so it might be off

Sure you have the right flywheel? My 1972 20 has teeth and its a pull start ( can be converted to electric start) In other words does your flywheel have enough magnets?
