Mercury 500 50hp Gas Leak

This may be normal, however I am not sure and wonder if I need to rebuild carburetors. The old merc, 1971, was gone through by mechanic and he cleaned carbs (but didn't replace floats or needles). When the motor is tipped up to travel and I pump the gas bubble, gas leaks out of the top carb from the front. It doesn't appear to become from any of the plugs on the carb. Also, when I put motor in running position, pump the bubble with the throttle moved forward (with engine off) it also leaks gas. This doesn't seem right and wonder if I need to go ahead and replace the float, needle and seats in both carbs. Any and all help is greatly appreciated. Really frustrated at this point.

Float inlet needle is not cutting off fuel to the carb. Could be just the float setting or a bad inlet needle and seat on that carb. JMO
