Does the enrichener work? Does the fuel line have a primer bulb? Many inboard mounted jets do not have a primer. With the motor OFF and all covers removed LISTEN as you push the key to activate the enrichener, do you hear the 'click' of the solenoid, it is very light. Pull one of the discharge hoses from the enrighener to the intake, key the enrichener while holding pressure with the primer bulb, does fuel come out? If so the enrichener is good.
When were the carbs last cleaned? Dirty idle passages will contribute to hard starting and poor idle cold.
Are you running a water separating fuel filter? Any water in the carbs is BAD.
I expect a combination of all three may cure both your starting and idling problems.
