4 stroke 115hp mercury not getting full RPM's

I have a question on my engine. I was told that it should run at 5800 RPM, but can only get about 5400. It is also slow ( I think ) at getting up on plane.
I have a 19 pitch 4 blade prop and was also told that I should go to a 17 pitch prop. What do you guys say???? Also, should it be another 4 blade......or go with a 3 blade????
One other question, or statement.........with my rear live well FULL in my BRAND NEW crestliner 1750 fish hawk.......no way can I get up on plane. I'm thinking a different blade should remedy that problem. Again........your thoughts and input will be appreciated.

I am having the same problem 2004 115hp 4 stroke mercury I am running a 15 pitch prop this engine seems gutless my boat is a 19.6 campion explorer. I can get 4000 rpm at take off 5400 rpm WOT but that's it. If I was you I would go with a smaller 3 blade prop 15-16 pitch should help but let me know if you find another problem.

Yes run it as close to 6000 as you can. 5400 way to low, try a 17 or 16p if you can try one out. When I bought my boat previous owner had it propped wrong also with a 19p. I currently run a 16p vengeance and it is perfect 5900-6000 rpms.
