1994 mercury 40hp 2stroke 4cyl engine cowling

This is probably one of the dumbest questions in this forum so I apologize in advance.

I just picked up a 1994 mercury 40 hp 2stroke 4 cycl engine with less than 100 hours. The first thing I did was change the spark plugs. Everything is running smooth but now I can't seem to get the engine cowling back on properly. The back lever is locked into place and the front latch appears to be locked in as well. the cowling is study and will not move when force is applied, but now there is a half inch gap between the cowling and the top of the plastic oil reservoir. (So rain water could leak inside now very easily) I've been trying different angles and nothing seems to work.

Any advice would be greatly appreciated. I've had outboards in the past and never had any issues getting the cowling back on. Why is this so difficult?
