89 Mercury classic 40 won't start

Has new fuel, good spark, everything is clean. Will not fire. Requires push key to choke. Is this electric? Should I hear the choke actuating? What else should I look for?

Pump up the primer bulb until firm. Turn the key on and while holding it in count to ten, then start the motor. You should hear the enrichner (choke) click when you push the key in. Once it starts you can keep bumping the enrichner until it is running smoothly.
