1986 Mercury 9.9 long shaft running troubles

Hi I bought a nice looking 9.9 merc and it would not start. I cleaned the carb thoroughly put it back together and it still will not start. It will only start and run if I manually pull the bracket in front of the carb forward. as soon as I let it go it stalls out. It also sounds sluggish when I try make it accelrate by pulling forward on the plastic piece as seen in photo. Anyone have a clue what is going on here? I have an identical motor with a siezed powerhead and I looked at the way the choke bracket is positioned on it and it seems the same. please help this old merc.

Well I am not really sure what the problem is, the part your pulling on should do that its the manual advance for the choke knob and it pushes in the en richer on some models,

the idle mixture screw should be set to about 1 1/2 turns out from lightly seated and you may just need to set the idle screw higher till it will idle

If it runs by manipulating the choke and throttle linkage it sound like you still have a dirty carb.
