1971 Mercury 500 50hp Timing Question.

Hi guys I have a timing quetion on the Mercury 50hp. I broke a timing belt on the water motor was running great. I brought it home got a new belt I lined up the distributer and the flywheel pulled the fly wheel with a 3 arm pulley puller and replaced the belt. Went to start it coughed a little but wont fire up. If I push the distributer back by hand I can get it to start but runs very rough. So I'm at the conclusion that as my two lines still match up they must be off from before my handy work. Assuming that I cant trust the mark on the fly wheel how do I go back and set timing. Or how do i move the flywheel to the correct posistion. Thanks for any thoughts.
