Mercury o/b air fuel mixture adjustment

1989 Mercury 60 hp outboard - Idles and low rpms, runs rough, top speed runs great. once operating temp from neutral to drive stalls and then floods out, air fuel mixture screw set at one turn out. Seems to be getting to much gas at idle or low speeds.

Possible dirt in carbs,bad or leaking fuel-line/connecters,carb flooding.

air fuel mixture screw set at one turn out

The starting point is 1-1/2 turn out from a light seat. Try opening 1/2 turn and see if it improves...

We were just told from a boat technician that he thinks it could be an ignition problem, he is booked out a long time before he can look at it. any suggestions on how to check it??
