Help on 1960 mercury model 700 70hp

Just bought the motor and the guy said it ran four year ago. It turns over and if you spray fuel into the carbs it'll fire up for a second. The fuel pumps are pumping fuel through the lines though. I replaced the gaskets and diaphrams in both fuel pumps but doesn't seem to help. Any ideas?
