2004, 15 hp, 2 stroke mercury water pumping out exhaust housing.

Hi everyone , ok,it was happening before I replaced the impeller too. There's water flowing not to heavy but rolling out of the middle two exhaust holes where the swivel arm connects to the housing is that normal?
