2001 40 hp 2 stoke Mercury

my 2001 40 hp mercury has been giving me fits. Purchased three years ago and not one reliable season. I purchased from TN and had seen no salt water. The motor has never idled properly and it will eventually stall. when running it has a intermittent sputter and when in idle will eventually die out. Had it serviced at beginning of last year with plugs, carb-rebuild and settings. It till didn't run right so I took it back, diagnosed as bad gas, lines carb flush and rebuild, charged twice. It ran but not well last year and beginning of this year until it finally wont idle and with wot it dosnt get over 2000 rpm. New gas new plugs. I am going to add link to a video shortly. any one out there got any ideas.
