1989 Mercury 200 voltage regulator DVA test

I have a 1989 200 HP Mercury outboard. OC149382
I was test running it and it started out fine then my volts suddenly went from 13-14 to 15-16 when that happened the motor started running ruff and lost power.
I wanted to make sure it is my voltage regulator cause the thing cost like $500

Anyone able to tell me how to check it or if it is bad???

yellow to yellow = 25-27 volts
yellow - red = 25- 27 volts
other yellow to red = 32 volts
grey tach wire to ground = 10.5 volts
my tach has stopped working.
red wire at switch box = 80 volts
red/white to ground = 80 volts
blue to ground 250 volts
blue/white to ground 200 volts
all test done at idle (900 RPM)

Is it the water cooled regulator on the divider plate with 3 large wires?
