I have a 1963 Mercury 200 (20HP) outboard motor that for whatever reason won't even attempt to turn over. When I pull on the starter cord it seems to be completely frozen. I've checked and the engine is in neutral and the throttle is in the start position. This engine was handed down to me by my father and the last time it was used in 2007 it was running fine. Since then the engine has been sitting in a controlled temperature garage. Any thoughts on how I can start trouble shooting this issue or any thoughts on what the issue might be would be very helpful. Thank you in advance.
