1973 50 hp Mercury Outboard

I just replaced the water pump on my outboard. After putting the lower unit back on, the motor was stuck in forward gear. I have no nuetral or reverse, what happened?

From page 286:

Note two types of reverse locking cam
(2C) in Figs. M12-63 and M12-64. Two
tabs of reverse locking cam shown in
Fig. M12-63 must be aligned with left
front stud when unit is in forward gear.
Install reverse locking cam shown in
Fig. M12-64 with high part of cam
aligned as shown with unit in neutral.
Push rod guide (2G-Fig. M12-62) is
located in drive shaft housing.
Before attaching gearcase housing to
the drive shaft housing, make certain
that shift cam (7-Fig. M12-61 or
M12-62) and the shift lever (on motor)
are in forward gear position on early
models and neutral position on late
models. In forward gear position, shift
shaft (5) should be in clockwise position
(viewed from top end of shaft).
