2001 Mercury 4 stroke fuel questions

So we decided to put the 'toon in the water and drive it as is until the new carbs show up, (long story), but as I await the new carbs there have been a few questions arise I am sure you guys can help me with. First question, Should the fuel filter always be fuel of gas? It has a clear filter and very often there is only minimal amount of gas in it.

Second question, Should the primer bulb always stay hard after being primed? I installed all new lines up to the pump but it seems the bulb never stays "hard"?

No and No.

A primer bulb firms up when squeezed because it forces fuel to the carbs until they fill up. The inlet needle closes on the seat preventing more fuel from entering. You now start the engine and fuel is "drawn" through the line so the primer bulb does not stay firm.
