i recently got a 1979 basstracker that came with a 1979 mercury 40hp outboard. I have yet to take it out on the water, just fired up on muffs. I am not getting full throttle, it is only opening the throttle plate inside the carb just under halfway, I have messed with both adjustments I can find for the throttle, I was able to max out the adjusters to get the plate open all the way but then it wouldn't close all the way. seems to me that the cable is stretched? any advice on ideas of what could be the issue would be greatly appreciated. thanks
