1989 Mercury 2 stroke 8 HP seized?

A friend of mine recently gave me this motor, it had sat in his shed for 2 years but said it ran great prior to storing it. I couldnt turn the flywheel in nuetral with the cord so I removed the lower unit and still no action on the flywheel. I removed the two spark plugs and one had corrosion on the end of it. I put penetrating oil into the cylinders and let it sit for twenty four hours, tonight I put a socket on the flywheel nut with a persuader and although the nut tightened another 1/4 turn no movement on the flywheel. I have read that there is some type of locking device thats engaged when the throttle is turned and sometimes that can become stuck however I can't identify where it is located.
Any suggestions before I remove the head or ditch the engine?

The lock only works to stop you from pulling the cord out when in gear, the flywheel should still turn.
