25hp 2-stroke Mercury 2001 WOT problem

at WOT power cuts and rpms drop but does not die, then starts back up. Replaced fuel tank and hoses. Carb cleaner, seafoam. Any suggestions? Thanks!

Check spark with timing light when bogging.

Carb bowl not filling at proper rate. Uses up fuel at high speed and doesn't refill in a timely fashion. If there's a gummed up carb valve, SeaFoam may not be able to wash it clean "fast enough". It may need to be scrubbed with acetone (carb cleaner).
Pull the carb and clean the inlet valve and bowl real good.

is your tank vent open? It may sound stupid but that's exactly how it behaves when a vacuum forms in the tank. JD is bang on IMHO.
