1998 Mercury 200 carburetor low speed issue, and link/sync question

My 98 Merc 200 carbureted does not want to idle. Can I clear the low speed circuit with air and carb cleaner without taking the carbs completely apart to see if this helps? I see a lot of mention of link and sync here and will purchase a manual and attempt to do this myself. I have an inductive time light, will I need a vacuum gage (or 6 of them?).The motor is a 200L #OG752293.
