1998 2 stroke 90HP, tilts up but not down- both switches

My up works on the controls and on the switch on the side of the motor, is this likely a relay? What part do I need and does anyone have a picture of where it is on the motor.

Yes, it's likely a relay. Swap the relays and see if it changes to working down.

Works both ways now that I switched the relays around. They both looked very clean but it must have been a loose connection.
