1979 80hp Mercury Timing???

By using the following....Now advance throttle all the way to full. Crank motor and adjust spark advance stop screw (screw B at top of throtle arm) so timing light reads 27*BTDC (I would recommend 23* BTDC, however). Tighten screw.
I cannot catch up to 27 degrees and maxed out all the way with the screw. If I unhook the trigger I can manually push the trigger far enough to get 27 degrees, but this will not work while hooked up to the throttle arm.

Any suggestions? My Buddy is making me crazy with this motor.
