exaust and water coming out a bolt that bolts lower unit on

hi guys trying this again I got a part answer. but need more info ..... there is exaust comeing out one of my bolts that hold the lower unit on .... (the bolt is in there )also then when I pull it out of the water then . water comes out of there as well ??gonna trear it apart soon
