1977 50hp Mercury not getting fuel in vacuum system.

I have a 1977 Mercury 50hp thunderbolt engine.Since a friend cleaned carbs after last fishing season i haven't been able to get the motor started this year. Carbs were dirty & 1 needed new float. It's turning over strong,all plugs firing well,checked fuel system lines for leaks,good fuel line connection from tank. Engine will not burn off quick start when sprayed directly in carbs. I'm thinking he missed something when rebuilding carbs,cause there seems to be no vucuum effect going on when i try to start it.If anyone can help me with this,i would greatly apperciate it. Don't have $80 a hr. to pay a marine mechanic!!!

Curbs? Do you mean carbs? Stop using starting fluid! Check the compression. With a friend like you have, think about spending the $80/hr to a mechanic. He didn't do you any favors.
