Mercury 60hp blowing fuse

I have a 2006 60hp, the motor ran, and started good all weekend then today it beeped like normal then nothing. changed batteries, nothing. so today looked at it and the 25 amp fuse was blown and it looks like it goes into the voltage regulator or some sort of sealed part. put in a new fuse and it sparked and blew immediately. So.. any thoughts on this issue? the part number that the fuse goes into is (on the side of the part) 893640-001 1415. Any help would be greatly appreciated or if more info is need please let me know.

Put a multimeter line in where the fuse connections go, check each point by running it to ground. Check for resistance readings
Maybe one of the wires has lost its insulation and it grounding out somewhere. Mice etc can chew on them and heat can do it too
