2002 Mercury outboard 125 salt water

Hi, I have a mercury outboard 125hp 2002 salt water model. The issue I am having is high idle. Idles around 1500 to 1800 RPM in neutral. In gear it idles around 1000 to 1100 RPM. This model is a 2+2, Which means it only runs on two cylinders at idle and then kicks in the other cylinders at a higher RPM. No matter what I have tried I can not set the proper idle. Once I get it close to setting it to the proper idle, it will die. Compression is 130lb on all cylinders. Has spark on all cylinders. I have replaced and gaped the plugs to .040. The carbs have been cleaned and are in terrific shape. What am I missing? Is there anybody out there that has had the same problem? I need help. The outboard itself is in perfect shape. My forehead on the other hand is not from beating it on the table. :facepalm: Any advice will be greatly appreciated. Thanks in advance.
