rubber drain tube

Hi, I have removed my lower unit to replace the impeller, question is, there is a rubber tube that goes to a drain in lower unit. The tube had been plugged and placed doubled over where the gear shift rod goes thru the upper housing. It looks like it may have at one time attached to the lower cowl as a drain of some type. I cannot find on any diagrams. Is it common for this tube to be plugged and not attached? This is on a 35 hp, 1989 Mercury ser # 0b394125.

That s/n comes up as:

Parts list for model 1035312GD:

If you look at item 2 under GEAR HOUSING (DRIVE SHAFT) 35 H.P., that is a speedometer tube which would be connected to another tube running forward to a speedometer gauge on the instrument panel.

Thanks Gerry, as far as I know it has never been hooked up. Appreciate your help. Having trouble getting old impeller off, not the rubber but the brass insert that has the woodruff key; it is being stubborn, guess Ill have to chishel or cut as I think if I heat it might melt the shaft seal.

Any buddies have a modeling hobby? If so they will likely have a Dremel tool and a cutoff disk that will make short work of the impeller hub.
