1974 Mercury 1150 Steering Swivel

My 1150 was siezed on the swivel. I did get it "broke" loose, but still seems a little stiff. How much force should be needed to move it back and forth? I have it off the boat and no steering cable hooked up. I can move it by hand, but not sure.
