mercury outboard starts with key but not with pull cord

Hi,
I have a 1997, 2 stroke,25 hp merc outboard with remote controls, I've had a number of starting issues with it over the past few years,from carb to starter etc and most recently the solenoid went. I replaced the solenoid and now it starts fine with the electric start but it won't start with the pull cord. Anyone have any ideas, the pull cord has gotten me out of a jamb a number of times in the past so I'd like to get it functional. Thanks

Key has to be ON when trying to pull start.

Hate to point out the obvious as well but yes... key does have to be on to pull start too.

I knew that but, thinking back I did forget to turn the key to the on position, so thanks for pointing out the obvious.
