2008 Mercury 6 hp four stroke

This motor is on the verge of planing my 12 foot boat. It has the bow way up and the stern trying to pull up. The previous owner must have had some kind of stablizer fin on it based on the holes in the cavitation plate. I bought a doel fin made by Davis instruments (2 piece) but it wouldn't fit?! Any ideas what might fit this engine?

Do you think this will fit on my motor? I know the cavitation plate on this motor is a big problem with this model.
