If the floats in the carbs are not set properly, will they cause the rpm to be high...causing the motor to rev like it's in forward gear?

Ayuh,... Mis-adjusted carbs will cause all sorts of issues...

Mis-adjusted floats could cause either a lean condition, or a flood condition....

What do the spark plugs say it's doin',..??
