1980 mercury 175 bogs down at 2000 RPM

I have a 1980 175 that was recently serviced in May. They changed a coil pack for 3 plugs. Also tune up. The motor has been running great all summer till last week. It wil not run over 2000 RPMS. It bogs down and shutters and will not speed up. We have changed the fuel/water seperator, used another smaller tank with fresh gas to run the motor (ran exactly the same) and changed all plugs. And each plug is getting spark. Not sure what to do next. Any help is appreciated.

I think it is electrical. I believe 3 plugs are not firing.

All plugs do have spark

That motor has a high speed winding on the stator. Go on the CDIElectronics web site and run the troubleshooting test on it.
