1971 mercury 650 not getting over 1200rpm

Hi I have a 1971 mercury 65hp with a 17pitch prop. when im on the lake i only get 1200rpm's and 10mph with me, my wife and our two little girls. It has been in the shop twice now. The first time i had thought it wasn't firing on the #2 cylinder but they said everything was fine but the carbs were out of sync. They fixed that and i took it to the lake, did the exact same thing, took the boat back to them and had them check it in the tank again they said the only thing they thought it could be is possibly the prop because that motor normaly has a 13Pitch factory prop.

If someone could point me in the right direction and tell me if these guys are filling me full of crap or if this is what it really could be that would be great, thank you

Although 17p sounds over-propped, it should still make over 1200rpm. I suspect you are right assuming it has a dead cylinder. We need a serial number to determine your ignition type.
