I have an 1986 60hp merc 2 stoke outboard that always has a half dollar sized oil spot after firing it up and it's cooled, it is leaking out of the exhaust in the center of the prop and it's very black. Is this a gas mixture or carb issue??

Are you sure its not lower end oil (prop shaft seal).Let a little oil out of fill plug on leg and check for water.

Maybe just some unburnt fuel mixed with carbon/exhaust dust that separated/evaporated leaving a dirty oil appearance.Thats my best scientific guess.
Bogging under load could mean a stator check/ignition tests,or a fuel problem/dirty jets etc,or maybe fuel pump.
