When I attach the ear muffs, put the leg in a barrel, or attach the hose to the threaded tell-tale, water comes up through the hole where the shift shaft comes out of the lower unit. I believe it is coming out where the water tube and the tube seal meet as it's not a super tight fit. (Or there is a crack in the water tube). I ran it with the lower cowls off, and the water is definitely bubbling up from the bottom. I never noticed water coming out of the lower cowl when flushing before.
