9.9 mercury no top end lack of power

93 murcury 9.9 no power at top end hard on fuel idles well. top cyl has 125 psi,bottom has 145 psi. aways ran well no problems till this year. changed plugs still the same took carb apart did not find any dirt inlet needle is not leaking. there is 2 vacuum lines 1 from each cylinder that go to the carb. i find if i pull it off the carb the motor picks up probably 95% power but it sprays gas out of the line i pull off the carb.does anybody know why it is not burning ths gas and putting it back to the carb .i think the lack of power is becuse its flooding out and this is why its now hard on gas and no power?
