Fuel Problem 200 XL Saltwater Mercury 2000 model

I 've had this problem for a while. I have a 2 cycle carborated engine. The Motor will not idle and after running full out it acts like it is running out of fuel and dies. The fuel bulb when squeezed collapses and does not return to normal. I've changed an in line filter past the fuel pump to no avail. I Checked the vent on the fuel tank and it is clear. The engine will run at about 1900 RPMS but when throttled down, it will not plane out and it runs out of gas. I disconnected the fuel line from the water seperator and ran it straight from the tank. Same results. I feel like the problem is between the bulb and the fuel tank. The tank has an anti-siphoning valve. i haven't taken this out yet but that is my next step. Could this be something else besides a fuel problem are am I looking in the right ddirection. If not what else could it be?

Antisiphon valve is high probability to be your issue. Because the bulb collapses, fiuel restriction has to be between fuel tank and primer bulb.
