1979 140 hp mercury, thierd carb will not work

I just got this boat got it running but the trierd card will not work intell i cover it will my hand. How do i fix this. I've put b12 in fuel. I new to this can any one help?

Remove it from the motor, disassemble it and clean all passages. Now install new gaskets, and possibly a new float and inlet needle and seat.
