Engine Over-heating

Hello All.

I have a 25 horsepower Mercury outboard on my 23' Crestliner Pontoon boat. The motor was manufactured in 2006, or 2008. I think 2006. My boat has a warning system. Meaning if it beeps in a certain manner, that means something is up. When I'm moving at very low RPM, trolling, after about five minutes, the warning ringer turns on indicating that the engine is over-heating. I have moved the prop all the way down, and also level to the water, and it happens either way. I've looked at the engine, and there are markings from the manufacturer showing that it hasn't been moved around or messed with. When I'm running the boat faster, like for instance, after the beeping starts, I turn off the engine, then turn it right back on, and move the boat faster, and it is fine. It's just when I start going trolling speed. Please let me know your thoughts.
