'74 Mercury 650 Timing adjustments

Hey guys, I picked up a '74 merc 650 serial # 3401814. It had been sitting a while so I rebuilt both carbs, fuel pump, new fuel lines, fuel tank, plugs and wires. I also cleaned up the cap and rotor. I do have the Seloc manual for it, but the adjustments for spark are kind of confusing. I have adjusted the idle speed, and I have a timing light to perform the steps. The manual says to adjust 23 degrees max advance for timing. I have read the procedure about 20 times trying to get it down. Now the question I have is this. There is two screws to adjust spark. One is on the distributor advance arm from the throttle, and the other is a set screw on the throttle linkage. I can't figure out which one that I need to adjust? Thanks for any info you guys can give me.
