Fluid in Vacuum(?) line

Been working on fixing up an old motor I bought. It's a '81 9.8 hp Mercury. I've almost got it fully functional. The problem now is that it dies if I open up the throttle more then half. Carb/fuel pump has been rebuilt and several rounds of sea foam have been applied. I've noticed that often (not always) when it is acting the worst, I see fluid/dense bubbles in a small hose that runs from the block to the carb. The hose connects to the "throat" of the carb next to where the carb mates with the block. I'm really not sure what this hose is so I've included a picture.

Can anyone tell me what that hose is/does? Assuming the fluid should not be there, where's the fluid coming from? Is the fluid related to the motor dying past half throttle?

Anyone have other resources I could check out? This is my first boat so my knowledge base is limited.
